Detection is only one part of the problem. Institutions receive reports, complaints and evidence every day. Far less is known about the consistency, speed and effectiveness of what happens afterwards.

Civic Shield is developing ways to examine that gap systematically. The long-term objective is to make institutional response itself more measurable and transparent.
Accountability begins where reporting ends.
The Platform Accountability Index
One capability Civic Shield intends to test is a Platform Accountability Index: a transparent, versioned record of how documented notices are handled across platforms, jurisdictions and languages. Reporting harmful content asks an institution to act; measuring what happens afterwards asks whether the system actually responds. The methodology would be published before any comparative result.
The design principle is independence from the services being measured, so that an unwelcome result cannot be suppressed by a commercial dependency.
