Most organisations put an impact counter here. Civic Shield has nothing to count, so this page starts with the zeros and then sets out what the next six months are supposed to produce.

Civic Shield is in formation. It is intended to be established as a European public-benefit body. It is not one yet.

No organisation has agreed to work with us. Every institution named in our materials is one we intend to approach, not one that has said yes.

The evidence record shown on this site is an illustration of a design. No real record exists.
This is on the roadmap in the same type as everything else, because an organisation whose product is evidence should not open with a claim it cannot evidence.
Before anything operational
None of the six-month programme can begin until the items below are closed. They are sequenced deliberately: each one blocks the next, and none of them is a formality.

A legal entity, and a German service address
A public-benefit form under German or European law, with a registered address and a resident person in the governance structure. This also unblocks the legally required imprint on this site, which currently cannot be completed.

Written legal opinions
On the collection basis under European copyright law, on whether the organisation could qualify for the research exemption at all, and on data protection obligations that apply independently of it.

A work programme, not a vision statement. Everything below is a target, published as a target.
- Months 1–2 · Foundations
Definitions before machinery
Taxonomy and definitions, including the protected-criticism cases. The source universe. Ingestion. The evidence schema that every later record depends on.
- Months 3–4 · Core build
The vault and the review loop
Narrative classification workflows. The Evidence Vault. Human review and the case workflow that sits in front of every escalation.
- Months 5–6 · MVP operations
Monitoring, at small scale, on the record
Monitoring in selected European contexts. A target of 75–150 structured case files. An operating dashboard. A stated plan for what scales next.
- Deliverable
Founding Impact Report
A published account of what was achieved against these targets — including what was not achieved, and the error rates measured along the way.
